Louisiana – A state and federal operation known as “Operation Vape Out” has led to the arrest of 10 individuals and the seizure of illegal vape products valued at over $1 million. The month-long investigation was conducted by the Louisiana Office of Alcohol and Tobacco Control (ATC) in collaboration with several agencies, including the Louisiana State Police, the Louisiana State Fire Marshal’s Office, the Louisiana State Probation and Parole, and the Federal Department of Homeland Security.

The operation’s main goal was to target the illegal sale of vape products across retail and wholesale businesses in the state. As a result of this effort, law enforcement officials apprehended individuals connected with the sale and distribution of these unauthorized items. Of the 10 arrests, three men were detained by Homeland Security Investigations on immigration-related charges. The remaining seven individuals face a slew of charges, including possession of Schedule I narcotics, unlawful possession of hallucinogenic plants, and felony possession of nitrous oxide.

The significant findings during the operation included confiscating a staggering 34,000 vape pens, pods, and juices, alongside 16,000 CBD gummies, liquids, and pre-rolled cigarettes. Additionally, the investigation unearthed 6,500 containers of nitrous oxide, 1,800 units of Schedule I narcotics—including marijuana, tianeptine, and psilocybin—and 1,500 tainted sexual enhancement products.

As part of the enforcement actions, the ATC suspended the business permits of six retail operations implicated in these illegal activities. The businesses affected include:

  • Smokin Aces Smoke Shop (Baton Rouge)
  • Candle Hookah Smoke Shop (Lafayette)
  • Old Smokey (Lafayette)
  • Vapes ‘R’ Us (Shreveport)
  • Two locations of 318 Cloudz (Shreveport)

Besides the arrests and product seizures, the ATC issued over 140 citations for various violations related to alcohol, tobacco, alternative tobacco, and consumable hemp products. In parallel, the Louisiana State Fire Marshal’s office reported issuing more than 150 citations for safety and fire code violations during the operation.

Notably, seven out of the ten arrests occurred at business locations that had not yet had their licenses revoked by the ATC, highlighting a continuing issue within the industry. The findings from Operation Vape Out underline the ongoing efforts by Louisianan authorities to combat the unlawful sale of vape products and ensure compliance with state regulations.

The investigation shines a spotlight on the concerning trends related to vaping products and their associated risks. With the rise in the popularity of vaping, particularly among younger populations, governments across the country are grappling with implementing stricter regulations and oversight to mitigate health risks linked to illegal or unregulated products.
