News Summary

New Orleans has temporarily halted all speed camera enforcement due to compliance issues with a new state law, effective August 1. The decision affects speeding tickets issued from cameras, including those in school zones, while red-light cameras will remain active. The halt stems from Act 107, which requires municipalities to engage in agreements with local school boards. Complications concerning revenue-sharing agreements and outstanding financial obligations to the school board have further delayed the program’s resumption, leaving future speed camera operations in uncertainty.

New Orleans has suspended all speed camera enforcement indefinitely as Mayor LaToya Cantrell’s administration navigates compliance issues with a recently enacted state law. Effective August 1, drivers will not receive speeding tickets from any camera locations, including those in school zones. However, red-light cameras will remain operational during this period.

The decision to halt speed camera operations is a response to Act 107, a new state law that places strict restrictions on automated speed enforcement. The legislation specifically limits the use of speed cameras to designated school zones that meet certain compliance criteria. Furthermore, the law necessitates that municipalities enter into a Cooperative Endeavor Agreement (CEA) with their local school boards.

A key requirement under Act 107 mandates that city crews must paint road stripes to alert drivers when they are approaching school zones. Currently, no CEA has been finalized between the Cantrell administration and the Orleans Parish School Board, which is crucial for restarting the speed camera program. This delay has left the speed cameras, which were deactivated at the close of the 2024-2025 school year, non-operational.

Prior to their suspension, school zone speed cameras had generated approximately $1.375 million in net revenue since May 2024. Under a proposed revenue-sharing agreement, the Orleans Parish School Board would receive 40% of the net revenue, while the city would retain $800,000 from the total earnings. However, concerns regarding the timeline for these payments and the distribution of revenue among public and private schools have prompted the School Board to postpone voting on this agreement.

The city has also faced criticism for delays in fulfilling previous financial obligations to the School Board, including a $10 million settlement. According to the new law, municipalities must secure a finalized CEA before they can collect any fines from speed cameras, further complicating the situation for New Orleans.

Despite the suspension of speed camera enforcement, it is important for all drivers to be aware that tickets issued prior to August 1 must still be paid, even though no new violations will be enforced from these cameras for the time being. Officials from the city are encouraging safe driving practices, particularly in school zones, stressing the importance of adhering to traffic laws while speed camera enforcement is inactive.

Additionally, the city has yet to establish payment arrangements with private schools regarding the revenue generated from cameras located near those institutions. This area remains a point of negotiation as officials work towards compliance with the new state law.

As the Cantrell administration continues to address these compliance issues and finalize necessary agreements, the future of speed camera enforcement in New Orleans remains uncertain. The implementation of the new law and compliance with its requirements will ultimately dictate how, when, and if speed camera enforcement can resume in the city.
