Just when everyone thought the project was heading in the right direction, it has come to light that it is an eye-watering nearly $6.7 million over budget. This significant shortfall has raised questions and concerns amongst local officials and community members alike.
The root of the issue seems to stem from a combination of faulty design estimates, miscommunications between contractors, and procedural hiccups when discrepancies arose. All these factors collided, leading the project down a bumpy road of unexpected expenses. During a recent meeting, the Joint Legislative Committee on the Budget discussed a request for a $1.2 million change order to deal with these challenges, but they did not approve it right away. They decided to wait for further examination by the Louisiana Legislative Auditor.
The ambitious Napoleon Avenue Container Crane Expansion Project carries a hefty price tag of around $120 million and is intended to upgrade the port’s capacity to manage larger container vessels. Funding for this extensive project comes from a mix of sources, including $28.1 million from state capital outlay, $15 million from the Port Priority Program, and the remaining funds generated by the port itself.
So, where exactly did the money go? A major point of contention revolves around repairs to Nashville Wharf B’s substructure. This was supposed to strengthen the steel piles that support heavy cranes and equipment along the vibrant Mississippi River. However, the main construction contractor found themselves moving ahead with unauthorized work, which ended up costing an additional $1.2 million. Talk about a budget blooper!
In addition, a recent audit uncovered a blunder by the project designer. They underestimated the amount of fiberglass wrap required for the steel piles, which resulted in skewed cost estimates. To make matters worse, the bid documents lacked sufficient quantities, leading to a $5.2 million lump-sum contract that simply wasn’t enough to see the project through to completion.
As if the financial woes weren’t enough, procedural missteps have also come into play. The construction contractor neglected to notify the port or its management firm about the discrepancies in writing, a requirement in accordance with state law and the contract itself. Everyone involved shares the blame for this situation, which only adds to the frustration felt by local legislators and stakeholders.
Interestingly, even though the port is not currently seeking new capital outlay funds, it is asking for permission to use some leftover funds that have already been appropriated. Here’s the catch: while the state isn’t legally obligated to pay for the change order, lawmakers do have the option to allocate funds to address it. Senator Regina Barrow has expressed her concerns about the budgeting process, noting that something like this has never happened before.
