News Summary

The Louisiana Department of Health has assumed control of the Supplemental Nutrition Assistance Program (SNAP) as part of Project One Door legislation aimed at integrating various government benefits. This transition is expected to enhance nutrition assistance and improve the health of low-income households. Additionally, new restrictions will be applied to purchase specific unhealthy items using SNAP benefits, and a produce bonus program has been expanded to encourage healthier eating habits among participants.

Louisiana has taken a significant step in nutrition assistance as the Louisiana Department of Health (LDH) assumed control of the Supplemental Nutrition Assistance Program (SNAP) on Wednesday. This transition is part of a broader implementation of Project One Door legislation, which integrates SNAP with various government benefits under the oversight of the LDH.

SNAP serves as a vital resource for low-income households by providing monthly benefits that enable access to foods essential for health enhancement. By consolidating SNAP with other programs, LDH officials believe they can create a better alignment of nutrition assistance with vital services, including Medicaid.

In addition to SNAP, other programs shifting to LDH include the Disability Determination Services, Electronic Healthy Incentives Project, Family Independence Temporary Assistance Program, Kinship Care Subsidy Program, and the Sun Bucks initiative.

Authorities have assured the public that this transition will not disrupt services for families currently utilizing SNAP benefits. For individuals encountering issues related to their benefits, a dedicated hotline and email service have been established for assistance.

As part of the transition, a significant waiver has been approved to restrict the purchase of sodas, energy drinks, and candy using SNAP benefits in Louisiana. This waiver, authorized by U.S. Secretary of Agriculture Brooke L. Rollins, is part of a national initiative that will also impact five other states. The new restrictions are scheduled to be implemented by 2026.

Governor Jeff Landry has expressed support for this waiver, indicating it is a step towards reducing taxpayer funding for unhealthy eating habits. Initially, SNAP recipients were allowed to purchase virtually all food items except for alcohol, tobacco, personal care products, and prepared foods.

This federal initiative aims to tackle chronic health issues in Louisiana and promote healthier dietary patterns among SNAP beneficiaries. As part of the state’s nutritional strategy, Louisiana has also expanded its SNAP produce bonus pilot program to include Walmart shoppers across several parishes. This program allows SNAP participants to earn 30 cents back on their Electronic Benefits Transfer (EBT) card for every dollar spent on fresh fruits and vegetables, with a cap of $25 each month.

Since the launch of the program, over $280,000 in produce bonus benefits has been distributed to families participating in SNAP. The bonus is automatically applied at checkout when using EBT cards, eliminating the need for additional registration.

The overarching aim of these new programs and waivers is to support healthier families, build stronger communities, and contribute to a better future for Louisiana residents. By implementing these changes, the Louisiana Department of Health hopes to enhance the overall effectiveness of nutrition assistance programs and improve the health of its citizens.
