New Orleans – Louisiana has passed nearly 30 new laws that are set to take effect on August 1, 2025. These laws encompass various sectors, including public safety, education, environmental regulations, and transportation, aiming to enhance the quality of life and safety for residents across the state.

A significant highlight among these new regulations is the ban on kratom, an herbal supplement, which will now be illegal to sell or possess. Violators could face a penalty of up to six months in jail or fines reaching $1,000 under Act 41. Additionally, the illegal sale of nitrous oxide, frequently abused for recreational purposes, will incur a steep fine of $25,000.

Louisiana’s traffic laws also witnessed significant updates. A new law prohibits most phone usage while driving, allowing only hands-free calls and navigation. The initial fine for violations is set at $100, increasing to $250 in school or construction zones. Enforcement will begin with warnings in 2026 before full fines are implemented. Furthermore, the law now requires drivers to follow new regulations regarding vehicle window tinting, allowing for front windows to have 25% light transmission instead of the previous 40%, as per Act 37. Speed limit enforcement has also tightened, with fines for driving under the speed limit in the left lane now set at $150, up from $100.

On the criminal justice front, Louisiana has enacted laws aimed at combating specific types of crime. Act 28 defines theft of gift cards as a crime, while Act 26 establishes penalties for theft targeting vital infrastructure like utilities and pipelines. Additionally, a new law categorizes child grooming as a crime, imposing penalties of up to 25 years for predatory behavior against minors (Act 97).

The state’s response to mental health issues has resulted in mandatory assessments for students in all public high schools under Act 469, which aims to foster a supportive environment for students. In conjunction with this, every public high school student will now have guaranteed access to vocational and technical training programs (Act 449), aimed at preparing them for various career opportunities.

To strengthen response capabilities during emergencies, schools will also be required to create facility mapping data (Act 425). In a move towards more sustainable practices, new regulations governing carbon sequestration and storage have also been implemented (Acts 407 and 414), while the intentional release of chemicals to manipulate climate conditions has been explicitly banned (Act 95).

In matters addressing social justice and discrimination, military service members are now protected against discrimination in housing, education, and employment settings under Act 100. This legislative session further included measures regarding immigration, with laws enacted to prevent public employees from interfering with federal immigration procedures and mandating agencies to verify immigration status before granting benefits.

Political campaigns in Louisiana have gained new avenues for advertising, now allowed at public school athletic facilities (Act 89). Additionally, rules pertaining to credit scores for personal insurance rates have been formally established (Act 465), and there have been exclusions added for ABLE account deposits from state income tax (Act 110).

As the effective date of August 1, 2025, approaches, Louisiana’s lawmakers aim to enact these significant changes with the hope of improving safety, education, and overall quality of life for its residents. With nearly 30 laws slated for implementation, the state is positioning itself for a transformative shift in various aspects of public policy.
